We are pleased to publish this paper which was the opening address given at the first conference of the National Association for Special Educational Needs held last spring in Manchester. It is a powerful statement, as one would expect from its author, Professor Peter Mittler. He analyses the current situation and considers possible threats and opportunities, contrasting this with our own strengths and weaknesses. He comes to ten conclusions that form a platform for the continuance of the debate on the future of special edu cational needs.
