Garry Hornby joins the growing lobby of those who doubt the advisability of taking integration too far. He carefully examines the research evidence from both here and abroad and concludes that the pressure to integrate special needs pupils stems more from ideological conviction and theoretical developments than it does from sound considered evidence. He further maintains that the consequences of the 1988 Education Act are likely to work directly against the interests of children currently integrated. He proposes that these policies be urgently reviewed and argues that it is crucial that the emphasis shift from maximising the level of integration to that of optimising the appropriateness of that education.
