PORTUGUESE AGRARIAN REFORM AND ECONOMIC AND SOCIAL DEVELOPMENT

SUMMARY The theme is introduced with a brief summary of the main features of Portuguese agriculture before agrarian reform, with especial reference to the agrarian reform zone (ZIRA) in southern Portugal. Following is a more detailed description of the agrarian reform itself and its structure. Characteristics of agrarian reform discussed in the article are its collectivist and anti‐capitalist nature, its regional incidence and its declining social and economic impact. The role of agrarian reform in economic and social development is then considered, at three levels. First, brief mention is made of the relevance of agrarian reform for the development of the Portuguese economy and transformation of Portuguese society. Second, the role of agrarian reform in agricultural development is analysed. Third and last, special attention is paid to the significance of the agrarian reform in a regional development context. The conclusion is that in its present form and magnitude, the agrarian reform can only play a minor part in the transformation of a depressed area like ZIRA, threatened as it is by ecological degradation and depopulation. Résumé l'article commence par un bref résumé des principales caractéristiques de l'agriculture portuguaise avant la réforme agrarire, spécialement à propos de la zone de réforme agraire (ZIRA) au Sud du Portugal. Ensuite on procède à une description plus détaillée de la réforme agraire et de sa structure. Les caractéristiques de la réforme agraire qui sont discutées dans cet article sont sa nature collectiviste et anti‐capitaliste, son incidence régionale et ses effets économiques et sociaux qui s'amoindrissent. Le rôle de la réforme agraire dans le développement économique et social est analyséà trois niveaux. En premier lieu on examine brièvement la signification de la réforme agraire pour le développement économique et pour la transformation de la société portuguaise. Ensuite on analyse son rôle dans le développement de l'agriculture. Enfin, on accorde une attention particulière à sa signification dans un contexte de développement régional. La conclusion est que, dans sa forme et son ampleur actuels, la réforme agraire ne peut jouer qu'un rôle mineur dans la transformation d'une zone déprimée comme ZIRA, menacée de désertification écologique et sociale. Zusammenfassung Mit einer kurzen Zusammenfassung der wesentlichsten Grundzüge der portugiesischen Landwirtschaft under besonderer Berücksichtigung der Agrarreformzone (ZIRA) in Südportugal wird in die Thematik einge‐führt. Folgt eine detailliertere Beschreibung der Agrarreform selbst und deren Struktur. Besondere Merkmale der Agrarreform, die in dem Artikel diskutiert werden, sind ihre kollcktivistische und antikapitali‐stische Natur, ihre regionale Verbreitung und ihre abnehmende soziale und ökonomische Wirkung. Die Rolle der Agrarreform bei der ökonomischen und sozialen Entwicklung wird dann auf drei Ebenen betrachtet. Zunächst wird kurz die Bedeutung der Agrarreform für die Entwicklung der portugie‐sischen Wirtschaft und die Umgestaltung der portugiesischen Gesellschaft erwähnt. Zweitens wird dann die Rolle der Agrarreform in der landwirtschaftlichen Entwicklung analysiert. Drittens und zuletzt wird der Agrarreform in einem Kontext der Regionalentwicklung besondere Aufmerksamkeit geschenkt. Die Schlußfolgerung ist, daß die Agrarreform in ihrer gegenwärtigen Form und ihrem gegenwärtigen Ausmaß nur eine geringe Rolle bei der Umgestaltung eines Notstandsgebietes wie ZIRA spielen kan, das von ökologischer Zerstörung und Entvölkerung bedroht ist.
