LA PARTICIPATION DES AGRICULTEURS FRANÇAIS AUX PROGRAMMES DE DEVELOPPEMENT ECONOMIQUES

Summary THE PARTICIPATION OF FRENCH FARMERS IN THE PROGRAMMES OF ECONOMIC DEVELOPMENT The vast majority of French farmers are technically and economically backward; they do not participate in the elaboration and implementation of economic development programmes, which are proposed by the leaders of the farmers' professional organizations. The programmes are elaborated on different levels, but outside the rural communities; this social structure, of which the farmers are a part, is ignored by the farmers' organizations. Economic development itself tends to eliminate them. Finally, the activity of the minority of farmers, who are members of the organizations, contributes to the disintegration of the rural community; thus, it bars local co‐ordination which is a pre‐condition of participation. The remedy would be an organization of the farmers, tied to the concrete action in the local society. RÉSUMÉ LA PARTICIPATION DES AGRICULTEURS PRANÇAIS AUX PROGRAMMES DE DÉVELOPPEMENT ÉCONOMIQUES La grande majorité des agriculteurs français est en retard technique‐ment et économiquement; elle ne participe pas à l'élaboration et à la mise en oeuvre des programmes de développement économique, pourtant conçus par les responsables paysans des Organisations Professionnelles Agricoles. Les échelons d'élaboration des programmes sont nombreux mais extérieurs aux communautés rurales; cette structure sociale, dont les agriculteurs font partie, est ignorée par les organisations agricoles; l'évolution économique tend elle‐même à les effacer. Enfin l'action de la minorité d'agriculteurs membres des organisations contribue à désintégrer les communautés rurales; par conséquent elle empêche la concertation locale qui conditionne la participation. Le remède serait dans une formation des paysans liée à l'action concrête dans la société locale. ZUSAMMENFASSUNG DIE BETEILIGUNG DER FRANZÖSISCHEN BAUERN AN DEN WIRTSCHAFTLICHEN ENTWICKLUNGSPROGRAMMEN Die große Mehrheit der französischen Bauern ist technisch und wirtschaftlich im Rückstand. Sie nimmt nicht an der Ausarbeitung und Durchführung der Programme wirtschaftlicher Entwicklung teil, die vielmehr von den bäuerlichen Vertretern der landwirtschaftlichen Berufsorganisationen durchgeführt werden. Die Programme werden auf zahlreichen Ebenen ausgearbeitet, die jedoch außerhalb der ländlichen Gemeinden liegen. Diese Sozialstruktur, von der die Landwirte ein Teil sind, wird von den landwirtschaftlichen Organisationen nicht beachtet. Die wirtschaftliche Entwicklung selbst führt dazu, daß sie allmählich an Bedeutung verlieren. Schließlich trägt die Aktion der Minderheit jener Landwirte, die Mitglieder der Organisation sind, dazu bei, die ländlichen Gemeinschaften aufzulösen. Daher hindert sie die lokale Verständigung, die Voraussetzung für die Beteiligung an den Programmen ist. Die Abhilfe würde in einer Ausbildung der Bauern liegen, die mit der konkreten Aktion in der örtlichen Gesellschaft verbunden ist.
