ORGANIZATIONAL BUILD‐UP AND REINTEGRATIVE REGIONAL DEVELOPMENT IN PLANNED AGRICULTURE 1

Summary ORGANIZATIONAL BUILD‐UP AND R E I NT E G R AT I VE REGIONAL DEVELOPMENT IN PLANNED AGRICULTURE The implementation and overall extention of producers co‐operatives signifies the beginning of the organizational era for the peasant community, traditionally characterized by the lack of big formal organizations. Furthermore, an intensive process of organizational development goes on: integrative organizations are built, crossing local restrictive boundaries and encompassing the rural population into an increasingly complex system of formal organizational frameworks. The main integration trends in Romanian planned agriculture, at supra‐village and regional levels, are delineated as well as the sociological implications of the new network. This deepening involvement of the village in the organizational era requires from rural sociology a change in its theoretical and methodological approaches, beginning with the application of the modern theory of organizations to the interpretations of the contemporary village. RÉSUMÉ STRUCTURATION, INTÉGRATION ET DÉVELOPPEMENT RÉGIONAL DANS UNE AGRICULTURE PLANIFIÉE La mise en oeuvre et surtout l'extension des coopératives de production signifient le début de l'ère de l'organisation pour la communauté paysanne traditionnellement dépourvue d'institutions importantes. De plus, un processus intensif de structuration se développe: des organisations intégratrices prennent forme, transgressent les limites communautaires englobant la population rurale dans un réseau, sans cesse plus complexe, de structures formelles. Ce texte constituc une esquisse de cette tendance à l'intégration de l'agriculture planifiée rournaine, au niveau régional et entre villages, ainsi que des implications sociologiques de ce nouveau réseau institutionnel rural. Cette insertion sans cesse croissante du village dans l'ère de l'organisation nécessite de la part de la sociologie rurale, une évolution de ses méthodes d'approche et de ses théories, afin que puisse être appliquée à l'étude du village actuel la théorie moderne des organisations. ZUSAMMENFASSUNG ORGANISATIONSBILDUNG UND REINTEGRATIVE REGIONALE ENTWICKLUNG IN EINER GEPLANTEN LANDWIRTSCHAFT Die Bildung und allgemeine Ausdehnung von Produzentengenossen‐schaften kennzeichnet den Beginn der Organisationsaera für die Bauerngerneinde, die traditionell durch einen Mangel von großen formalen Organisationen gekennzeichnet ist. Dem schließt sich ein intensiver Prozeß der Organisationsbildung an: Integrative Organisationen werden geschaffen, die die engen lokalen Grenzen über‐schneiden und die ländliche Bevölkerung in ein zunehmend komplexes System von formalen Organisationen einbinden. Die hauptsächlichen Entwicklungslinien der Integration in der geplanten Landwirtschaft Rumäniens auf den überdörflichen und regionalen Ebenen werden ebenso dargestellt wie die soziologischen Implikationcn des neuen Organisationsnetzes. Diese verstärkte Einbeziehung des Dorfes in die Organisationsaera erfordert von der ländlichen Soziologie cine Änderung ihrer theoretischen und methodologischen Zugänge, zuallererst die Anwendung der modernen Organisationstheorie auf das Dorf von heute.
