The origins of the Council and its remit are examined starting with the Franks Committee Report in 1957. The Council's monitoring of the work of tribunals has insured their greater efficiency and more effective use by aggrieved citizens. The growth of tribunals and increase of the number of cases heard by them means that the Council has an expanded role and one essential to safeguard the interests of aggrieved citizens.
