SUMMARY This paper critically reviews two major models of incrementalism and four explanations for non‐incremental policy making. Key differences between these models are identified and a model of policy formulation which integrates incremental and non‐incremental models is developed. Theoretical and methodological implications of this model are identified and research propositions are developed.
