The article discusses the implementation of the Schools Modern Distance Education Project in Rural Areas from 2003 to 2007, in China, by the State Council, the Ministry of Education, National Development and Reform Commission and the Ministry of Finance. Topics include an overview of the joint project, which is based on the need of national modernization construction, the development of rural education, and the facilitation of educational modernization through information and communication technology (ICT). Also discussed is the success of the project, such as the increased ICT competency in rural teachers, and the creation of the Basic Education Resource Center of the Ministry of Education.
