The address which General Eisenhower delivered to the United Nations Assembly on 8 Dec. 1953, in which he proposed the establishment of an International Atomic Power Fund, should, we feel, be linked with the Broadcast he made to the American Nation and the world on 17 April 1953. In the latter he outlined, In terms as specific as they were moving, the “Total War Against Misery” which Humanity would be in a position to wage if only it embarked on the way to Disarmament. To this end a “World Fund for Reconstruction and Assistance” might be provided by contributions of a substantial part of the savings made thanks to disarmament The two projects are admirably complementary and it Is to be earnestly hoped that Progressive Movements throughout the world will accord them the enthusiastic and insistent support essential for their realisation.
