SUMMARY As the result of the examination of thirty‐eight human fœtuses it is concluded that the prepuce results from a combination of preputial fold formation and ingrowth of a cellular lamella. These processes are closely linked with the formation and fusion of the urethral folds on the glans. This fact accounts for the formation of the frenulum in normal males and the disposition of the prepuce in females and in cases of hypospadias.
