(1) Brief description of the historical method of allocating services to special schools, usually based on the numbers of children in schools/statemented children; (2) Difficulties with this — examination of the reasons for therapists feeling frustrated and being difficult to recruit; (3) Description of the system of staff allocation, based on the communication need within the school. Discussion of services, based on functional communication rather than skills development. Discussion of a therapy model using ratio of assistants, parental involvement, integration into the curriculum and an effectiveness measure by use of outcome measurement system; (4) The effectiveness measure is then used as the basis for negotiation with head teachers, the Local Education Authority and District Health Authority for the amount of therapy provided in individual schools.
