A review of the literature reveals an array of different approaches to the definition of an industrial complex and an even larger array of techniques used to estimate them empirically. Many of the techniques in the literature are and how and produce results that are not interpretable. The current paper presents a new approach that provides simple, easily motivated criteria for forming industrial complexes. The proposed techniques will be shown to be related to some in the literature.
