Summary Throughout the world, whether in the Americas, Europe, Africa, or Asia, the rising cost of health care and limitations on access to care are central concerns. For example, in the United States, health care costs in 1992 reached $838 billion — 13% of our gross national product and many of our citizens, particularly in our poor and minority communities, confront financial, geographic and other barriers to health care.
