This article outlines the thinking behind the evaluation strategy developed by ARTICULATE, an evaluation consortium within the European Community's DELTA programme on flexible and distance learning. The strategy is intended to guide ARTICULATE's own evaluation activities within DELTA and to give coherence to dispersed evaluation activities within this large scale decentralised R∓D programme. Evaluation frameworks and understandings of learning technology innovation are described as part of a ‘contingency’ approach to evaluation.
