  Local Education Authorities (LEAs) vary in their attitudes to the need for policies on the use of microcomputers in education and yet such policies may be essential to the effective use of microcomputers in the learning process. This paper reports on four case studies that attempt to explain why LEAs have varied in their policy response to the new technology.
