Summary The purpose of this paper is to disentangle the relationship between alcohol control policy and commercial policy. Restaurant trade and the development of on the premises consumption has been used as an example of this relationship. Developments in the Finnish restaurant trade form a good framework for this kind of analysis because of the big changes within the past few decades. The analysis shows clearly that the conflict between alcohol control policy and commercial policy tends to narrow down the scope for the pursuit of alcohol control policy. This article attempts to emphasize that influences brought to bear on commercial policy must be seen as a part ‐ and often very central part ‐ of the totality of alcohol control policy.
