SUMMARY. The article reveals the tensions engendered for voluntary organisations by the necessity to operate in a commercial situation. It argues that a strength of the contract culture is that it requires much greater clarity from voluntary bodies about their raison d'etre, goals and values. It maintains. however, that government claims that contracts are entirely consistent with principles of partnership cannot be sustained The concept of purchaser‐provider is not the same as joint contributor and the costs both human and financial may be greater than is yet apparent.
