This paper discusses the S lovene experience of privatisation, which is marked by two defects: privatisation failure and failure to privatise. Definitions of privatisation failure fall into four main categories: failure in outcomes, failure in method, failure in regulation, and failure in process. The paper suggests that privatisation failure and failure to privatise are interrelated and proposes a new metric for both.
