Benjamin Banta's thoughtful critique of my new wars argument illustrates how difficult it is to escape from prevailing ways of thinking about war. It is not utopianism that underlies my thinking, (though a dose of utopianism is always healthy); rather it an attempt to think through practices that ‘work’ in a rapidly changing world.
