‘Wrangling Lawyers’: Proclamations and the Management of the E nglish Parliament of 1621

This article examines the fall of lord chancellor, S ir F rancis B acon, V iscount S t A lban, during the parliament of 1621. It reviews B acon's drafting of two controversial proclamations relating to the calling of the parliament and J ames I 's intense displeasure at the actions of his lord chancellor. While B acon sought to inform the political nation of E nglish policy towards the S panish match and the T hirty Y ears' W ar, James closed down all such talk and railed against the legal profession in general and ‘wrangling lawyers’ in particular. When allegations of corruption against B acon surfaced during the 1621 parliament, J ames did not defend him, in part because of his long‐standing antipathy towards lawyers.
