This article is a case study of the California city of Indio which has been deficit spending for the past five years. The article explores the causes of Indio's deficit, the resulting coping policies, and the effects on, and expectations of, Indio's citizens. The article suggests that Indio's problems are indicative of fiscal problems in many similar cities; the suggested solutions for Indio may be instructive for similar cities.
