Since the 1980s, the E uropean U nion ( EU ) has sought to develop civil protection tools to improve the cooperation among member states in response to natural and man‐made disasters. The C ommunity M echanism for C ivil P rotection, established in 2001, has gradually become the most used instrument in this field and has undergone a series of changes and improvements. In this paper, I seek to analyse the Mechanism using principal–agent theory in order to understand the rationales behind delegation and the control mechanisms that characterise the interaction between the E uropean C ommission (the agent) and the E uropean C ouncil (the principal) in the development of this tool.
