This paper contends that the current dangers posed by terrorism will become much more severe in the short‐ to mid‐term future, due to increasing terrorist access to a wide range of materials and technological expertise for manufacturing biological and nuclear weapons. To cope with these growing threats to survival, agencies must immediately set‐up and carry‐out changes in national and international policies to reduce the risks posed by new, virulent forms of terrorism. This article proposes several such specific measures.
