The European security and defence policy signifies a fundamental shift away from the civilian nature of the European Union, and its institutional relationship with Nato. Change has been complex and controversial. A ‘militarized’ EU requires an appropriate culture and organization, as well as policies and policy tools, if it is to achieve strategic space and well–defined relations with other international institutions. None of these is yet fully in place. Clear outcomes cannot be immediately anticipated or expected, and these will depend upon both the political will of European states and the United States.
