Partnership has become so hackneyed a term that the question may be legitimately asked whether it is a fruitful concept or a mere slogan. Whatever the case, it corresponds to a threefold need: to link different but complementary sectors; to rethink cooperation from a different perspective; and to democratise relations between those involved in development. In order to analyse the prospects for partnership among African towns and cities, it is important to take into account, as fully as possible, the conditions specific to each society under review. The example of the partnership between the Université Cheikh Anta Diop in Dakar, the urban community of Dakar, and the Association of Mayors of Senegal might usefully be extended to the cities of West Africa as a whole.
