On the face of it, consistently better than expected borrowing data suggests that the OBR might be forced to take a more optimistic view of the public finances in October's Budget. But we think that any revisions are likely to be small, given that the undershoot to date has been largely due to different seasonal patterns in spending. So, with the Chancellor needing to fund an uplift in NHS spending, tax rises are on the way.
