The CAP has been both a corner‐stone and stumbling‐block for the European Union. Agenda 2000 is proclaimed by the European Commission as a radical change in the policy to meet the challenges of the new millennium. However, this Agenda still does not resolve the fundamental problems facing the policy. It is time for some genuine leadership to be displayed through the development of a serious and relevant strategy of reform for one of the founding policies of the Union.
