PAUL COLLIER, CBE, is Professor of Economics at the Centre for the Study of African Economies at the University of Oxford. he was director of the Development Research Centre at the World Bank 1998–2003. he is a worldrenowned expert on African economics, politics and development issues, such as conflict. he is author of a number of well received and widely read books, including The Bottom Billion (2007) and Plundered Planet (2010).
