A key issue raised in the previous two articles is the need for schools to be accountable for their use of delegated SEN funds. In this article, Alison Kahn evaluates the effectiveness of the monitoring system adopted by Norfolk LEA. She concludes that the Norfolk experience shows the value of monitoring in context within a clear supportive framework.
