Peter Gray and Jim Noakes identify some of the inconsistencies in the legislation relating to emotional and behavioural difficulties. They trace the events of the last ten years and describe the policy environment, which tends to be still characterised by ‘defensiveness and blame’. The new guidance for schools, they argue, could provide useful opportunities for reassessing provision although they note, inevitably it seems these days, the absence of additional funds to resource policies.
