Current debate on school improvement largely excludes special needs. Mel Ainscow explores possible links between the two fields illustrating this with a particular example, an Index of Inclusive Schooling, which will help schools identify their level of commitment to the concept. The experience confirms Ainscow’s earlier call for a reconstructing of special needs as a process of school improvement and that an understanding of learning difficulties can make schools more effective for all pupils.
