The disparity between local authorities and individual schools in the assessment of pupils with special needs is highlighted here by Roger Booker. He calls for an ‘anchor’ in the staged processes involving the use of agreed descriptors. The Greenwich framework is introduced and discussed as a possible basis for the drawing up of national criteria. In the absence of such criteria, many pupils are clearly disadvantaged.
