Following the dramatic economic crisis of 1997–98, governments felt compelled to act even though it was far from clear who, and where, the worst affected people were, and what, if anything, could or should be done to alleviate their plight. This paper summarises what is known about the social impact of the crisis, and examines the policy debates up to the latter part of 1999.
