The setting for the PRSP initiative in Mozambique includes continuing political tensions, extreme capacity constraints and financial shortfalls, and a policy process that is very far from a rational planning model. Nevertheless, this article argues, the initiative has improved the prospects for clear prioritisation in poverty reduction efforts by the government, and provides a focus for better co–ordination of international co–operation. Mozambique's PRSP – PARPA 2001–5 – builds on previous sector strategies but, unlike its predecessor (PARPA 2000–4), integrates sector plans within a common fiscal framework. Broad political ownership, encompassing the opposition and Parliament, is lacking, and this is a notable weakness. Government ownership of the plan is comparatively good, but observers doubt the government's capacity to implement it.
