Comrades are raising an uproar—you are strangling the economic managers. Every time that a manager is dealt with, we experience huge difficulties. We were not able to arrest Krasnoshchekov right away, and many comrades doubted that it was possible to arrest him. ... I think that we will completely lose the respect of the broad working masses if we do not act in such instances. We sometimes fear to compromise a rabotnik and put him on trial, when the case concerns great abuses, and when such a trial aims not just to punish the guilty, but also to teach other comrades how to stay on this slippery path.
