This article proposes a model of phased financing of innovative projects implemented by small enterprises to market, using the internal “fundraising” of such companies, by participating in centralized procurement procedures under 44-Ф3 and 223-Ф3. The risks of applying such a model of project financing are assessed and the types of procurement procedures are compared with the current legislation of Russia in this area.
