The subject of the study is the institutional conditions for the investment project’s formation and implementation; the aim of the study is to evaluate the investments effectiveness in the arrangement of the M-4 Don highway section. Various calculation methods help to formulate a comprehensive analysis of the regional road network’s institutional development using the quantitative and qualitative criteria. The construction and reconstruction of the capital construction object - the road will lead to the improved conditions for the implementation of transport links, lower accident rate and increased throughput, which will increase the speed on this section of the road and, as a result, reduce transportation costs.
