The article discusses a joint temperature and filtration problem in relation to soil dams with seasonal liquid coolers operating in permafrost conditions. The problem is solved using the finite element method in a locally-variation formulation. A numerical model of the temperature and filtration regime of the “dam-base” system has been developed. Studies have been carried out with consistent consideration of the main operating factors. The results of the study of the temperature and filtration state of the structure, taking into account the factors of heat and mass transfer and phase transitions, showed that the use of liquid coolers is well suited for creating a monolithic frozen curtain at the stage of the start of the structure operation. The obtained regression equations can be used at the initial design stage (feasibility study) or for the analysis of the temperature regime of existing ones.
