The article presents the analysis of the existing regulatory and legal framework for the railway transport. The article includes the problems that appear in the process of certification, that is the contradictions in the regulatory system. It is proposed to improve the regulatory system and to develop a new procedural framework for the railway production connecting with the demands on the terms of the life cycle.
