Determining the estimated construction cost of facilities outside the territory of the Russian Federation is one of the most complex issues in the construction pricing system. This paper is aimed at developing new mechanisms for calculating the estimated cost of overseas construction with account of capital construction projects peculiarities. This research is based on the analysis and generalization of the newly-changed principles of pricing in connection with the adoption of new regulatory legal acts in the urban planning sphere. The authors take into account their practical experience and best building industry practices in the field of pricing and develop an algorithm of price assessment for construction of objects erected abroad which is applicable both within the framework of the current system of pricing and estimated rationing in construction, and which can be used in case a new building legislation is introduced, as well as in the transition periods.
