The formation of the digital economy is one of the important priorities in the development of the information society. The article is devoted to the problem of improving the efficiency of the transport system, taking into account the development of industry based on implementation of digital technologies. The approach to the organization of the regional logistics center, assuming the division of space into clusters, has been presented. Two cases of the cluster model, depending on the size and number of clusters relative to the size of the city, have been examined. This forms the methodological basis for the construction of the functional architecture of the intelligent transport system.
