The issues of the legal status of the general meeting, managers and members of collegial executive bodies of organizations, legitimacy of their decisions are relevant for managing apartment buildings in the housing and utilities sector. The need for studies on this issue is caused by the lack of legal norms and specific mechanisms for regulating these relations, as well as by numerous court disputes, [1] and guidelines of the Supreme Court [2]. The research is independent since the issue is understudied. The research is carried out at the junction of constitutional, civil, housing, and labor laws. The emphasis is on the labor and legal rules which makes this work original. Judicial decisions were analyzed. The status of the head and members of collegial executive bodies is regulated both by general and special norms of labor law and provisions of constitutional, civil, and housing legislation. Special legal norms are studied in [3]. The legal status of the head of an organization was studied by L.A. Chikanova [4], V.V. Kuznetsova [5], etc. It is interesting to analyze the legal rules regulating the powers of the subjects managing apartment buildings.
