The management of organization projects becomes specially actual, when there are formed in Russia the conditions of wide use of the project management methodology. The method given is an effective management tool in real Russian conditions in the same time is a tried mean of realization of organizational projects of the necessary quality, in the fixed time, within the limit of accepted budget. The project cost is defined by the combination of costs of project resources, by costs and time of execution of works of the project. For the construction projects the cost of construction is defined, which represents the part of project cost, that includes money, necessary for the capital construction. The calculation of all expenses on the project is equivalent to the general project cost. The management of project cost includes processes, necessary for the provision and guarantee of the accomplishment of project in the limits of affirmed budget. In the context of this paper cost management and expenses management are practically the same terms.
