The paper presents a multilevel model for assessing risk of train derailment. The model is based on the toolkit of Bayesian nets and allows accounting for the influence of human and organizational factors as well as factors of safety regulation regimes on the occurrence of stochastic events that compile various scenarios of railroad accidents.
