The 2013 World Traffic Safety Status Report from WHO reports that more than 231000 people in India are killed annually in road accidents. Our research seeks to develop a system/portal from which we can track a person’s driving characteristics, such as traffic violation records, license details, insurance data, etc. Whenever residents refuse to comply with laws, a finger print scanner can help the police quickly access their records. Payment of penalty is initiated from his/her account immediately through a secured gateway. A two-level authentication and security scheme are employed such that the citizen would not have to compromise with their credentials. Whenever a citizen is caught breaking a law, the person’s biometric scan is carried out to open his e-License account with OTP which is available as an application. Account provides name, age, location, photo, information of license valid or not and amount has to be debited from bank account. This application can be easily used by police officers to avoid the citizens from breaking the rules. The proposed design is compact and portable and has been tested with a minimal dataset of 79 persons and found to provide satisfying results.
