The article considers the issues of analyzing the problems associated with greenhouse gas emissions in various sectors of the world economy. It is noted that in recent decades greenhouse gases have caused global damage, such as global warming and climate change. To reduce the negative impact on the environment, the authors propose a solution to the problem of managing greenhouse gas emissions in the regional economy. The article presents the formulation of the problem, the development of an information model and a decision-making program of interaction between the subjects of greenhouse gas emissions quotas market on the scale of a region (exemplified by a variety of enterprises of the Tambov region of the Russian Federation). The proposed management methodology allows to reduce total costs for economic entities in the interests of the entire region. Its implementation can be presented as a tool to stimulate economic entities, the use of which will significantly bring them and the whole society closer to a low-carbon economy.
