Under the background of carbon neutrality, this paper selects the economic development and air quality panel data of 16 prefecture-level cities in Anhui Province from 2005 to 2017 to verify the existence of the characteristics of EKC curve and the location of inflection point by establishing econometric model and using Eviews8.0 software, to explore the internal mechanism of action between economy and the environment, improve the economic development model of prefecture-level cities according to local conditions and realize the concept of coordinated and sustainable development of economy and environment. The results showed that the PM10 concentration and GDP per capita showed an inverse “N” type, and SO 2 , NO 2 concentration and GDP per capita showed an “N” type, and did not show the characteristics of EKC curve. Secondly, on the internal effect mechanism between economic system and environmental system, the paper explores the influence of five control variables on the shape of EKC curve by introducing industrial structure, urbanization rate, the number of private cars, science and technology expenditure and greenery coverage of urban area. The shape of the curve changes by adding control variables. The results implied that why pollution levels vary between cities.
