Regional eco-efficiency is an important indicator for observing the harmonious coexistence of man and nature, which also provides a quantitative idea for the observation of the effect of China’s Ecological Civilization Construction. Among the various studies of regional eco-efficiency evaluation, problems of interacting indicators and dynamic comparisons are still waiting to be resolved. Based on this situation, this paper proposes a new evaluation approach, integrating bi-capacity, VIKOR method and time series entropy technology, to explore the dynamic comprehensive evaluation of regional eco-efficiency. Eco-efficiency performances of 13 cities in Jiangsu Province during 2014 to 2018 are also be calculated by this new approach in case study.
