Environmental problems are particularly prominent in the context of carbon neutrality. The root cause of the environmental dilemma lies in the system. Therefore, this article discusses whether China is an environmental federalist country based on the perspective of environmental management system changes, and portrays China based on the two dimensions of environmental management system and fiscal decentralization.
