In civil proceedings, cases on classification of facilities into capital or non-capital ones are often heard. As a rule, in these cases, forensic construction and technical examinations are appointed by a judge. The main technical signs of capital facilities are an inextricable ground connection, available utilities, durability and reliability, movability, and demountable nature. The current Russian legislation needs to be amended and supplemented. It is necessary to define the concepts of strong ground connection and disproportionate damage to the purpose in order to correctly classify construction objects.
